Do you need a Thread border router?

Short answer: you need a Thread border router only for Matter-over-Thread devices — mostly battery-powered sensors, buttons, and locks. Matter devices on Wi-Fi or Ethernet work without one. And you may already own one: recent Apple TVs, HomePods, Nest Hubs, Echo speakers, and SmartThings Stations all have a border router built in.
What a border router actually does
Thread is a low-power 2.4 GHz mesh that speaks native IPv6, but its radio is not Wi-Fi — something has to sit on both networks and forward packets between them. That something is the border router. It performs routing, not translation: Thread devices are already IP devices, so the border router simply connects the mesh to your LAN. Without one, a Thread device has no path to your controller and cannot even be commissioned.
Note what a border router is not: it is not a hub, not a Matter controller (though many devices are both), and not required for Matter as such. A Matter smart plug on Wi-Fi needs no Thread anything.
Which devices need one
Manufacturers put Thread radios where Wi-Fi's power draw is disqualifying: contact and motion sensors, temperature sensors, buttons, and door locks that must run for a year or more on batteries. Mains-powered Matter devices — plugs, bulbs, thermostats with C-wire power — mostly ship as Matter-over-Wi-Fi instead. Hubs and speakers with a built-in border router

Popular hubs without a built-in border router include the Hubitat Elevation C-8, the Aeotec SmartThings Hub v3, the Home Assistant Green (Thread needs an add-on radio such as the Connect ZBT-1), the Nest Hub Max, and the Echo Show 10. All of these can still be Matter controllers for Wi-Fi devices — they just cannot anchor a Thread mesh by themselves.
One border router or several?
One is sufficient; more is better. Additional border routers add radio coverage and redundancy — if the Apple TV is unplugged, the HomePod carries the mesh. Since Thread 1.3, credential sharing between border routers is standardized, so border routers from different vendors can join the same Thread network instead of each building its own island. In practice this now works across the big ecosystems, with occasional rough edges when a vendor's implementation lags.
The subtlety that survives Thread 1.3: a shared Thread network is not a shared smart home. A device still belongs to one or more Matter fabrics, and joining it to both Apple Home and Google Home takes an explicit multi-admin share — the Thread mesh underneath is shared plumbing, not shared ownership.
The decision in three questions
- Do you own any Matter-over-Thread devices, or plan to? If everything you want is Wi-Fi, Zigbee, or Z-Wave, you can skip Thread entirely today.
- Is a border router already in the house? Check the table above — for many Apple and Google households the answer is yes, and there is nothing to buy.
